ASA RULES

Current year ASA rules will be in effect and will take precedence with the following additions and or exceptions.

CHECK-IN

  • Check in at the registration desk at least 60 minutes prior to your first game.
  • Bring your completed roster and proof of insurance along with picture ASA cards for every player.
  • In lieu of picture ASA cards, the following must be presented: Copy of birth certificate (proof of age), AND color photo of every player. Non-picture ASA card. Rosters are limited to fifteen (15) players.
  • No player may be added after the start of the first game. Coaches and manager will need to have signed the code of conduct form pertaining to the Runway Classic.

MANAGING & COACHING

  • Only four (4) ASA registered adults may be present in the dugout (on the field) during games.
  • Managers and coaches’ names and ASA membership ID numbers must be on the team roster and they must present their ASA cards (non-picture or picture) at time of team check in.
  • All managing and coaching must come from the dugout on defense and from the coaches’ boxes on offense.
  • There will be no coaching from outside the field of play (behind the back stop or along the outside periphery/fence line of the field during any games).
  • Teams will be given one warning by the home plate umpire. Second offense will lead to game forfeiture or manager ejection.
  • Team Parent will be allowed in the dugout area to help organize the team as needed. Team parent is not allowed to coach or manage the team. Team parent will also need a ASA ID number if they are going to be in the dugout.

DIVISION RULES

8U Division Only:

  • Four Outfielders – must remain at least 10ft behind base paths or in the grass until ball is hit.
  • 4 runs per inning. Open inning after 4 complete innings (Pool and Bracket play only).
  • No run limit during championship play
  • Walks Allowed
  • No dropped third strike
  • No infield fly rule
  • Base Stealing-One base per pitch with no continuation on over throw
  • No stealing home (Cold Home Plate)
  • Must use a bat around lineup in all games
  • ASA Mercy (Runs Ahead Rule) in effect for all games

10U Division Only:

  • 5 runs per inning. Open inning after 5 complete innings (Pool and Bracket play only).
  • No run limit per inning during championship play
  • During Pool play may use bat around line up or straight nine with or without DP/Flex
  • During Bracket play and above, must use straight nine with or without DP/Flex
  • When using straight nine. All courtesy runners and subs must come off the bench
  • ASA Mercy (Runs Ahead Rule) in effect for all games

12U, 14U, and 16U Divisions Only:

  • 6 runs per inning. Open inning after 5 complete innings (Pool and Bracket play only).
  • No run limit per inning during championship play
  • During Pool play may use bat around line up or straight nine with or without DP/Flex
  • During Bracket play and above, must use straight nine with or without DP/Flex
  • When using straight nine, all courtesy runners and subs must come off the bench
  • ASA Mercy (Runs Ahead Rule) in effect for all games

 

GAME TIMES

Pool Play:

Games will be one hour and fifteen minutes no new inning (1:15) with a drop dead of one hour and thirty minutes (1:30) or seven (7) innings for 10U, 12U, 14U, 16U and six (6) innings for 8U, whichever comes first. No new inning shall commence after the time limit has been reached. Pool games may end in a tie. If dropped dead occurs, the score will revert back to the last completed inning.

Bracket Play:

No new inning will start after one hour and fifteen minutes (1:15); the international tie-breaker will be in effect after the time limit has been reached or 7 innings (6 innings for 8U).

Championship Play:

6 innings for 8U, 7 innings for 10U, 12U, 14U and 16U. No time limit. The international tie- breaker will be in effect after the above inning limit has been reached.

UMPIRES

  • Two umpires for all semi-final and championship games in 10U, 12U, 14U and 16U.
  • Single umpire for all 8U semi-final and championship games.

DUGOUTS

Teams playing back to back games will remain in their respective dugout throughout the tournament.

Pool Play:

Team listed first will occupy 1st base dugout. Home Team decided by coin toss.

Bracket Play:

Top team bracketed (higher seed) will occupy the 1st base dugout and will be home team during bracket play.

Championship Play:

Higher seeded team is Home team and will occupy the 1st base dugout.

SCOREKEEPING

  • Each team will need to provide an official scorekeeper 18 years of age or older. Home team will be responsible for keeping score on the official score sheet and score card provided. It is recommended that each team utilize their own scorekeepers (same scorekeeper, if possible for each game) and that scores are verified between innings with opposing team and umpire, to avoid controversy.
  • Official scorekeepers will not announce “out of order” batters to either team and will sit in a neutral area designated by the umpire.
  • Team managers and umpires will be required to sign the official score card upon completion of game.
  • Signed scorecard must be turned into a tournament director (located in the registration/check in area) within 15 minutes after game completion.
  • Please make sure team scores are recorded correctly. Once the official score card has been recorded it cannot be changed. Placement of teams is based off of final score card information. Accurate information will need to be verified by both teams and umpires before score cards are turned in at registration/check-in location.

PLAYER SAFETY/AVOIDING CONTACT

Sliding is required in all divisions to avoid all collisions and player injuries. It is highly recommended and encouraged that all players slide feet first to avoid
injuries to themselves and other players.

PLAYER ATTIRE

  • No jewelry or metal hair clips will be worn during games
  • Plastic visors are not allowed
  • Uniform shirts must be tucked in at all times
  • Medical alert bracelets or necklaces must be taped down in place to the player’s body during play

PLAYING EQUIPMENT

  • No metal cleats (8U, 10U, 12U). 14U and 16U may wear metal cleats.
  • All bats must be ASA approved and bear the official ASA markings and may be subject to inspection and approval by the umpire.
  • Helmets must meet and bear the NOCSAE stamp with face guard and may be subject to inspection by the umpire. Helmets that show any visible damage will not be used.

PLAYER RE-ENTRY RULE

In case of injury, and when all subs have been used, re-entry rule will be in effect.

FORFEITURE

Any team not ready to play at scheduled game time shall lose by forfeit (declared by assigned Umpire), which results in a 7-0 loss.

RUNS AHEAD “MERCY” RULES

The fifteen (15) run after 3 innings, 12 after 4 innings and eight (8) run after 4 ½ innings (home team ahead) “Mercy Rule” will be in effect for all divisions.For Championship games only, there will be 12 runs after 4 innings or 8 runs after 5 innings, 4 ½ innings (home team ahead).

POOL TIE BREAKERS IN THE FOLLOWING ORDER

  1. Win/Loss Record
  2. Head to Head Record
  3. Least Runs Allowed
  4. Most Runs Scored
  5. Coin Toss

PROTESTS

All protests will be finalized by the home plate umpire, the tournament director and the umpire-in-chief. A $100.00 (cash only) protest fee is due at the time of protest (refunded if the protest is upheld).

MANAGER, COACH, & CROWD ETIQUETTE

  • Managers and coaches are responsible for their team, staff, and fans both on and off the field throughout the tournament.
  • Parents and fans are encouraged to cheer and support their players and team, but do not coach from the stands please.
  • No loud artificial or other noise making devices shall be allowed on or near any playing field.
  • Unruly behavior, vandalism, destruction of property or similar activities will not be tolerated.
  • Improper conduct during games or anywhere on the premises may result in team disqualification from the tournament.
  • NO ALCOHOLIC beverages of any kind allowed on the premises or in the parking lots.
  • Hourglass Park is a smoke free environment and there is no smoking allowed in the park area, snack bar, ball fields or bathrooms. You may smoke in parking lots only.
  • Umpires reserve the right to control the game both on and off the field and have the authority to remove fans and spectators from the stands and within sight or sound of the field if the need arises. If the fan or spectator fail to leave the premises when asked to do so, their team could forfeit the game and the team runs the risk of being disqualified from further play in the tournament.

LOST & FOUND/LIABILITY DISCLAIMER

Any items left behind on or around the fields will be brought to the snack bar or check in area for claiming. Mira Mesa Girls Softball, Miramar College and San Diego City Parks & Rec are not responsible for any lost items and are not liable for any damage to vehicles that may occur by foul balls or equipment that may the leave the field of play on occasions. You park at your own risk.
